Senators and delegates agree on a general revenue budget of $5.317 billion

The night before the regular legislative session ended, senators reached an agreement on a $5.317 billion general revenue budget bill.

There was little discussion aside from laying out the hard numbers in the bill.

The House of Delegates had passed the budget the day before. The agreement means that the legislative work on the budget has been completed, and the budget will now be submitted to the governor.

Governor Patrick Morrisey initially proposed a budget of $5.323 billion. Over the last few weeks, the House and Senate have exchanged budget frameworks.

The budget bill includes $33 million for a personal income tax reserve fund, which was established as West Virginia moves to reduce the tax burden on its citizens.

The budget prioritizes up to $210 million in surplus spending for the next fiscal year, including $125 million for the Division of Highways and $10 million for the Water Development Authority.
