CHARLESTON, WV – A two-week law enforcement operation targeting non-compliant sex offenders in Kanawha County and surrounding areas resulted in 38 arrests, the recovery of four missing children, and the seizure of numerous drugs and weapons, officials reported.

Operation Cupid’s Arrow, which was carried out by the US Marshals Southern District of West Virginia CUFFED Task Force and the West Virginia State Police (WVSP), lasted from February 1 to February 14.

Of those arrested, 15 were sex offenders who had either failed to register or had active warrants for sex crimes.

The WVSP conducted 108 sex offender compliance checks, identifying 26 individuals who were out of compliance and issuing arrest warrants.

Notable Arrests

Christopher Shawn Rider, 34, from Lewisburg, was apprehended in San Antonio, Texas, on February 6. He was wanted by the West Virginia State Police for failing to register as a sex offender and by the West Virginia Department of Corrections and Rehabilitation for violating parole. Authorities claim Rider has been evading law enforcement since June 2024.

Christopher Rush, 50, of Elkview, was arrested on February 11 for allegedly using a minor to create obscene material and facilitate sexually explicit behavior. Investigators believe Rush sent photos of himself abusing a toddler to another man via social media.

Other arrests made during the operation included charges of possession with intent to deliver controlled substances, child concealment, malicious wounding, strangulation, and federal probation violations.

Seizures and Federal Investigations

The authorities seized four firearms, 95.02 grams of methamphetamine, and 18 grams of fentanyl. Additionally, five noncompliant sex offenders were found to have violated the Adam Walsh Act, prompting federal investigations.
